What SEER2 Rating Should You Buy?
What SEER2 measures, why it replaced SEER, how much efficiency is worth paying for in your climate, and when a higher rating stops paying for itself.

SEER2 is the number every air conditioning quote leads with, and the number most often used to justify a more expensive one. It is genuinely useful, but only against two things the label cannot tell you: what your region requires as a floor, and how many hours a year you actually run cooling.
What SEER2 measures — and what it doesn't
SEER2 is a seasonal ratio: cooling delivered across a season, in Btu, divided by the watt-hours of electricity used to deliver it. Higher is better. The '2' marks the updated test procedure, which applies more realistic external static pressure to represent real duct systems. Because the test is harder, the same physical equipment carries a lower SEER2 number than its old SEER number — that is a change of ruler, not a downgrade of the machine.
What it does not measure: how well the unit was sized, whether your ducts leak, whether the refrigerant charge is correct, or how much humidity the system removes. All four affect your bill and your comfort more than a step or two of rating.
The federal minimum depends on where you live
Since 2023 the U.S. is split into three regions for cooling standards. Northern states have a lower floor because they cool for fewer hours; the Southeast and Southwest have higher floors, and the Southwest adds a peak-load requirement because its dry heat stresses equipment differently.

Minimum, ENERGY STAR, and worth-paying-for are three different things
These get conflated constantly in sales conversations. They answer different questions: what is legal, what is certified, and what returns your money.

What a higher rating is actually worth
SEER2 tells you Btu of cooling per watt-hour, so the electricity a season costs is simply the cooling delivered divided by the rating. That makes the value of an upgrade easy to bound.
Sizing and installation beat rating
- Duct losses in an unconditioned attic can waste a large share of the cooling before it reaches a room, capping what any rating delivers.
- Refrigerant charge that is off by a modest margin costs more efficiency than a full step of SEER2.
- Utility rebates often target a specific tier — usually ENERGY STAR — which can shift the economics of one step far more than the energy saving itself.
- If you plan to move within a few years, an efficiency premium almost never returns.
What to do next
Find your region's floor in the table above, then ask each contractor for a load calculation, the rating of what they are proposing, and the itemized price difference between tiers. If the payback comes out longer than the warranty, the honest answer is usually to buy near the minimum and spend the difference on ducts and sealing.

Frequently asked questions
Is SEER2 the same as SEER?
No. SEER2 uses an updated test procedure with higher external static pressure, which better reflects real ducted systems. The same unit scores lower under SEER2 than under the old SEER, so never compare the two numbers directly — a 15 SEER unit and a 15 SEER2 unit are not the same machine.
What is the minimum SEER2 I am allowed to buy?

For central air conditioners, 15.2 SEER2. For split-system heat pumps, 15.2 SEER2 with 7.8 HSPF2 and 11.0 EER2; single-package heat pumps are 15.2 SEER2, 7.2 HSPF2 and 10.0 EER2. Cold-climate designated models require higher HSPF2, from 8.1 to 8.5 depending on whether they are ducted.
Is a higher SEER2 always worth it?
No, and often not. The extra efficiency only earns money during hours the system actually runs. In a long hot season with a high electricity rate a step up can pay back; in a mild climate the premium regularly outlasts the equipment. Run the arithmetic in this guide before agreeing to it.
What matters more than the rating?
Correct sizing, duct condition, and a proper refrigerant charge. An oversized unit short-cycles, removes little humidity, and leaves a house that reads cool and feels clammy — regardless of what its label says.
